Timeline

  • The municipal aggregation statute requires that the Town obtain approval from the local governing authorities before initiating the development of the Plan. The Town satisfied the local approval requirement when the Town Council voted to initiate the process of municipal aggregation in February 2023.

  • Winthrop selected Good Energy, L.P. as its aggregation consultant to assist in developing this Plan, managing the supply procurement, developing and implementing the public education plan, interacting with the Local Distribution Company, National Grid, and monitoring the supply contract.

  • Winthrop prepared a Draft Plan and made it available for citizen review beginning on September 19th, 2023.

  • The Town will hold a public hearing to receive comments on the Plan on November 28, 2023, during the Town Council meeting, at Winthrop Town Hall, Harvey Room at 7 p.m. Attend the hearing in person or remotely (click here to see remote attendance details in the meeting agenda). You may also submit written before the hearing using the form on the homepage.

  • The aggregation statute also requires that the Town consult with the Department of Energy Resources (“DOER”) in developing the Plan. The Town submitted a draft of the Plan to DOER, and Winthrop municipal officials and their Aggregation Consultant met with DOER to discuss that draft on December 15, 2023.

  • The Select Board reviewed and approved the Plan on December 19, 2023.

  • Before being implemented, the Plan must be reviewed and approved by the Department. The Department will ensure that the Program satisfies all of the statutory requirements, including that the Plan provides universal access, a reliable power supply and equitable treatment for all customer classes. The Plan was submitted to the Department on February 22, 2024, for approval.

  • On April 29, 2024 the Department conducted a public hearing on the plan, open to public comments.

  • On September 23, 2024: Winthrop’s compliance filing received a stamp of approval from the Department of Public Utilities signaling full approval of the program. The Town of Winthrop can now begin its public procurement process to select and sign a contract with an electricity supplier for Winthrop Community Electricity. During this process, the details for the program will be finalized, including the amount of renewable energy included in and the price for the Winthrop Standard product, as well as the other optional electricity products to be offered.
